Day Three After the Earthquake

For the first 72 hours after a major earthquake, Bucharest has documents, exercises and procedures. After that, the blank zone begins. This inquiry goes looking for the plan for hour 73, for month six, and for year ten.

The response system is real, and it trains

The document that organises the first hours after a major earthquake is called the National Post-Earthquake Response Concept, second edition. The national SEISM exercises actually put it into practice. The first large one, SEISM 2018, led to revised intervention regulations, according to Raed Arafat, head of the Department for Emergency Situations.

The most recent, SEISM 2025 (21–25 June 2025), was the largest exercise of its kind ever held in Romania. In episode 3 of the SEISM series, the scenario is described as a magnitude 7.3 Vrancea quake at a depth of 130 km, with over 2,100 participants, over 350 pieces of equipment, 18 counties, international teams and 23 NGOs. Five days and four nights of search and rescue, triage and emergency sheltering.

The SEISM series gives institutional capacity a human scale. In episode 3, extracting a single victim from an exercise site takes almost ten hours. The same episode notes the resource limit: roughly 27,000 firefighters in post, an IGSU shortfall of about 10,000 staff, 3,000 of them field firefighters, and ROSAR, an 80-person elite unit, entering first-urgency response for Bucharest in about two hours. This does not deny that the response exists; it shows its limits.

The capital's official scenario, from its risk analysis and coverage plan, estimates that a 1977-scale quake would leave around 23,000 buildings gravely damaged, 6,500 people dead and over 16,000 severely injured. Teodora Stroe traced those figures in Buletin de București. And even inside those 72 hours there are gaps: a Snoop investigation (Ștefania Gheorghe, Adela Cioruță, Cristina Radu, 2025) showed that tens of thousands of Bucharesters with disabilities cannot evacuate on their own, and that the emergency plans barely reach them.

SEISM adds another piece that response plans tend to leave abstract: the infrastructure that should receive the injured. In episode 2, Popoviciu cites official answers saying that 20 of Bucharest's 55 hospitals are assigned to seismic-risk classes; the reporting from Fundeni shows what that means in practice: not only evacuated patients, but months or years in which the city's medical capacity would be reduced.

The 23,000 gravely damaged buildings are the most sober proxy for the temporary housing a public plan would have to size: how many households, for how many months, on what budget, and who is answerable.

The emergency institutions have built the response component. The Concept is, by title and by content, an intervention document. It covers rescue and immediate stabilisation. This inquiry begins after that: where the people left homeless will live, who decides what gets rebuilt, in what order and with what money. In the public documents checked here, that mandate is not explicitly assigned to any institution.

The scale is uneven: the first 72 hours are widened to show document density. After day three, the map shows point instruments and areas without a public operational plan.

Public document: the National Post-Earthquake Response Concept, rehearsed through SEISM 2025. It covers alerting, search and rescue, triage, medical assistance and emergency sheltering.

What should exist: an institutional owner, habitability assessment, rules for return or relocation, a month-by-month budget. The public inventory does not show such a document for Bucharest.

Point instrument: since June 2025, City Hall funds rent for residents moved out during retrofitting. It is useful for planned works, but it does not size temporary housing after a major quake.

What should be prepared beforehand: temporary housing for 6–24 months, demolition and retrofit priorities, rules for fragmented ownership. The Government strategy asks for this in the conditional.

The hard decision: which neighbourhoods are rebuilt, who returns, how it is funded and how residents are consulted. Without a public plan, those rules are written under pressure.

Under the Bucharest Prepared programme, the Bucharest Community Foundation published the 72-hour earthquake survival guide. The visual below condenses it into an action map. Read it once, then do two things: set the family meeting point and put the emergency backpack near the exit.

Episode 5 of the SEISM series turns that list into a practical act: if telecommunications fail, the family meeting point and the neighbour who knows which apartment you live in become part of the survival infrastructure. That is why the map below places the family and the stairwell next to institutions, not after them.

Day three · The conditional

The government's own documents say the plan should exist

The National Disaster Risk Reduction Strategy 2024–2035, approved by Government Decision 791 of 4 July 2024, states exactly the idea behind this page. In the conditional mood:

The same logic also appears in the National Seismic Risk Reduction Strategy, approved by the Government on 29 November 2022 and drafted by the Development Ministry with the World Bank, sets out to "ensure resilient post-earthquake recovery and reconstruction processes". Both strategies carry annexed action plans. Neither has so far produced an operational recovery plan for Bucharest, and the inventory below shows where I looked.

What this inquiry is looking for

By post-earthquake recovery plan I mean a publicly adopted document, with a designated institutional owner, answering in advance the questions of the year after: where evacuated residents live in the first 6 to 24 months, who assesses which buildings can still be inhabited, by what criteria demolition and retrofitting proceed, with what money, what happens to properties split among dozens of co-owners, and who has the final say over the shape of the rebuilt city. "Recovery" is the official strategies' term for the phase after the response; the rest of this page calls it what it is: putting the city back together.

Week 2 · The groundwork already paid for

The World Bank delivered the groundwork. Bucharest's strategy was never adopted

In 2019, Bucharest City Hall paid the World Bank to prepare the ground for a seismic-resilience strategy. It received, among other things, Deliverable 15, a set of recommendations that, the document itself says, "can form the bricks" of the city's future resilience strategy. The bricks were delivered and paid for. The house was never built.

That strategy appears in no General Council decision. Searching the decision archives (doc.pmb.ro and the independent index hcl.usr.ro) turns up one-off retrofit approvals, technical indicators, partnerships. A citywide seismic resilience strategy, adopted as an act of the Council, is nowhere to be found. The recommendations exist, they are paid for and they have been public at estibucuresti.pmb.ro since 2021. The strategy meant to be built on them was never adopted.

Important: the table is not a complete map of the building stock, but the administrative inventory of buildings that have reached the risk records. The official figures are, most likely, only the assessed and visible part. Ștefania Gheorghe showed in HotNews (July 2025) the gap between the authorities' records and the estimates of the Re:Rise association: over 2,200 vulnerable buildings across the city, five times the number officially placed in class I, because thousands of buildings have never been assessed.

That leaves outside the table exactly the area flagged by specialists: apartment blocks built before the post-1977 code changes, including many from 1963-1977, and buildings with a flexible or weak ground floor. How it came to this, including deadlocked assessments and stalled construction sites, was documented at length by Vlad Odobescu in Scena9 (November 2025, with photographs by Ioana Cîrlig), by Lavinia Niță in PressOne, and by Digi24's series on field anomalies.

Episode 2 gives the order of magnitude behind this caution: Popoviciu says that, out of roughly 100,000 buildings in Bucharest, only about 2,500 have been technically assessed, while an estimate the episode attributes to the World Bank puts the vulnerable stock near 20,000 buildings. In the same episode, AMCCRS discusses a rapid visual evaluation of 20,000 buildings; importantly, that evaluation prioritises technical assessments, it does not automatically assign buildings to risk classes.

Move the annual pace. The axis marks the speed required for the deadline to land inside a real political horizon. The logic of this calculation was made explicit in 2018 by Cristian Ghinea and Șerban Marinescu in a HotNews/Contributors piece: 26 buildings in 2001–2016, 1.7/year, 208 years for class I. Here the calculation is updated with the public figures used in this inquiry: 411 class I buildings and 35 buildings retrofitted in 30 years.

The inventory below shows the search: where I checked, what I found, and where each document stops. The search covers what is published online; I have not yet filed freedom-of-information requests, and an unpublished internal document cannot be ruled out this way.

Each cell comes from the public inventory above. An institution opens its full name, a cell opens the detail. The right-hand columns, recovery and reconstruction, stay almost entirely empty.

This inquiry rests on years of reporting. In 2017, Georgiana Ilie moved Bucharest's seismic risk out of diffuse fear and into facts and responsibility, in 'Earthquake in the Vulnerable City' (DoR). A second generation of reporting followed: the retrofits at Scena9, the people who cannot evacuate on their own at Snoop, the SEISM audio series. One reference comes from Moldova. At Otaci, an inspector signed a block's evacuation four hours before it collapsed, and 69 people got out. Liliana Botnariuc's reports for Oameni și Kilometri then follow the questions systems postpone, where the former residents live and who is answerable for them. Those are the questions that begin at hour 73.

1977 · The only reconstruction the city has lived

Whoever held power then redrew the city

On 4 March 1977, the magnitude 7.2 earthquake killed over 1,500 people, most of them in Bucharest, and collapsed or gravely damaged roughly 33,000 dwellings. The reconstruction that followed is the only one the city has lived through, and it was confiscated: Ceaușescu used the state of exception to accelerate his systematisation programme. That same summer he ordered the newly started consolidations halted, an episode reconstructed by Europa Liberă in its archive work on the aftermath of 1977, and the demolitions of the following years, the Uranus hill and the districts razed for the People's House, struck areas the quake had barely touched.

The lesson is procedural, not historical. Reconstruction without a plan written in advance does not go undone. It gets done by those who hold power at that moment, on their own priorities. A plan written ahead of time, public, adopted by an elected council, is the one instrument by which a city decides beforehand who will sit at the table.

What I claim

The question behind this page came to me from London. During the pandemic, Transport for London moved quickly on cycle lanes and low-traffic neighbourhoods because the plans already existed, drawn before the crisis. Bucharest has no institutional equivalent of TfL: not the same assets, not the same authority, not the same delivery capacity. That is exactly why it needs a written plan before the crisis. The more fragmented the levers, the more clearly the plan has to say who decides.

At hour 73, the plan stops. The documents demanding it exist, signed by the Government, are in the conditional: recovery should be prepared beforehand. The plan, in the indicative, is absent from the public sources checked here.

The evidence sits on three levels. The response system and its exercises are confirmed fact, as is the quote from the government strategy. The absence of an adopted resilience strategy and a public recovery plan follows from the inventory of the seven places checked here. Unpublished internal documents must be tested through information requests. Until they are public, with an owner, timetable and visible rules, they cannot organise the reconstruction of a city.

Post-disaster recovery has a known trap: decisions that would normally take decades get made in a few months, under pressure, by whoever happens to hold power at the time. Researchers call it "time compression". Four cities went through it. I read them simply: what worked, what it required, and whether Bucharest has that thing.

Tokyo: the plan is written at neighbourhood level

Summary: the recovery map is drawn in advance, with residents at the table.

Tokyo draws the recovery map before the earthquake, not after. A 1997 metropolitan manual has the neighbourhood, the local council and residents settle in advance who returns and how rebuilding happens, street by street. When the quake comes, the hard conversation is already behind them. For Bucharest, the minimum version would be a pilot plan publicly adopted in a few dense areas with class I buildings, while it is still quiet.

Istanbul: the delivery vehicle precedes the disaster

Summary: a team that fixes buildings year after year, shielded from the electoral calendar.

Istanbul had Bucharest's problem: thousands of vulnerable buildings and an earthquake on the way. Rather than leave retrofitting to a City Hall that changes with every vote, in 2005 the city set up a dedicated team, the ISMEP project, funded by a loan, with one job: to fix public buildings year after year and account for it in public. Bucharest has the paid-for documentation. What it lacks is the team that sees the work through, whoever wins the election.

Kobe: the mechanism for co-ownership

Summary: rules written in advance for buildings with dozens of owners.

A red-disc building often has dozens of owners, and recovery can stall if a single one refuses. After the 1995 earthquake, Kobe used a method that redrew fragmented plots together, under rules written in advance, so new housing could appear without one owner blocking everything. The World Bank study counts 13 such projects over 145 hectares. For Bucharest, a mechanism like this would move the hard negotiation to before the quake, while time and trust still exist.

Christchurch: temporary housing sets the recovery pace

Summary: without temporary housing, the whole city slows down.

After the Canterbury earthquakes, New Zealand created a central authority by emergency law, CERA, that could decide fast. It did decide fast, but missed targets and clashed with the elected council, the auditor's report shows. And the housing lessons say something easy to forget: without temporary housing you have nowhere to keep even the workers who come to repair the city. Bucharest has even less room to improvise under pressure.

L'Aquila: temporary housing can become the permanent city (counter-case)

Summary: the quick solution on the edge emptied the centre and is hard to reverse.

After the 2009 earthquake, Italy quickly built housing on the edge of town. It sheltered people, but moved life away from the historic centre, which stayed empty for years. What looked temporary became the city's permanent shape. For Bucharest, the lesson is simple: temporary housing has to be planned in advance, together with the rules for return, or it decides on its own what tomorrow's city looks like.

After disaster · What the studies show

Reconstruction decides who gets the city after

Economists who have studied cities hit by war and disaster carry an uncomfortable message for Bucharest. Destruction can briefly clear blockages that kept a city stuck. But who gains from that is not decided by the earthquake. It is decided by the rules written in advance: who keeps their property, who gets temporary housing, who can return, who captures the rise in land value.

London Blitz

When friction falls, density rises

In London, the areas hit hardest by wartime bombing have taller buildings today: destruction unlocked land no one could otherwise redevelop. A recent study estimates that without that unlocking, London's economy would be about 10% smaller now. But London also shows the other side: rebuilding through council housing changed, over the long run, who lives where.

Boston 1872 / San Francisco 1906

Simultaneous rebuilding creates spillovers

The Great Boston Fire of 1872 burned an entire business district. In rebuilding, value rose not only on the burned plots but on the neighbouring ones too, upgrading in a chain. San Francisco after 1906 went the same way: the fire made demolition cheap and opened room for denser housing where everything had been levelled.

Japan / Germany

Cities rebound while families may not

Japanese and German cities flattened by bombing recovered their size surprisingly fast. It is a deceptive piece of good news: the headline number hides who returned and who did not, who kept their home and who lost it. A city can look "recovered" in the statistics while half its old residents are somewhere else.

Natural disasters / Katrina

Places and people follow different paths

After major hurricanes and floods, people leave, and local incomes and prices fall for years. Studies of Katrina show even victims who, resettled elsewhere, ended up earning as much or more, yet rarely came back. A city can recover economically while its communities break apart for good.

Kobe / Japan

Land rights need a script before the shock

The World Bank case study on land readjustment in Japan documents 13 post-Hanshin projects in Kobe, over 145 ha: collective land replotting supported new apartment development and livelihood restoration. For Bucharest, the analogue would be a transparent mechanism for fragmented co-ownership before dozens of owners negotiate under pressure.

Christchurch / housing

Without temporary housing, rebuilding slows too

After the Canterbury earthquakes, Christchurch lost more than 23,000 homes. What kept the city afloat was housing in the surrounding towns and coordination between councils. And where temporary accommodation was short, it was short for the workers who came to rebuild too, so the rebuild itself slowed. For Bucharest: where the displaced live and where the rebuilders live are the same problem.

Studies of housing reconstruction show the hard part is not technical but about governance: who decides, who is left out, how organised communities are. Participation cannot be improvised in a tent after the earthquake. For Bucharest it means owners' associations, tenants, disabled residents and older neighbours have to be in the plan beforehand, not added at the end.

Implication

The plan must distribute both gains and works

That is why a recovery plan for Bucharest is not a formality. It decides in advance the things otherwise settled in panic: who returns to the neighbourhood, how tenants are protected, what happens to cleared land, in what order demolition proceeds and how people are consulted. Without those rules, the market and the emergency decide the city's shape together.

The minimum answer to the opening question would fit on one page: for hour 73, a named owner; for month six, temporary housing with a budget; for year ten, the rules for return and reconstruction.
